Mediacom here in Apalachicola advertises that they provide "up to" 12Mbps download speed and "up to 1Mbps" upload speed with their basic cable internet package.  That would be 12000 in green and 01000 in red in the test result boxes below.

Do they deliver?  It seems they do sometimes, but not regularly.
